Subject: UPCOMING AWARENESS SESSION
ON SME & VALUE CHAIN FINANCING FACILITIES – SBP & PHMA
Dear PHMA
Members,
The State Bank of Pakistan (SBP), in collaboration with the
Pakistan Hosiery Manufacturers & Exporters Association (PHMA), is planning
to organize an Upcoming Awareness Session on SME & Value Chain Financing
Facilities aimed at improving access to timely working-capital financing for
SMEs and strengthening the overall industrial supply chain.
Under the latest SBP framework, the Medium Enterprise category
covers businesses having annual sales turnover above PKR 400 million and up to
PKR 2 billion. This definition was revised through SH&SFD Circular No. 03
of 2026 dated July 16, 2026.
Many of our large exporters have annual turnover exceeding
the PKR 2 billion SME threshold and may therefore not qualify directly as SMEs.
However, such exporters can play an important role as “Anchor Firms” under
Value Chain Financing arrangements, enabling their eligible SME suppliers and
vendors to access financing through their established business relationships.
SBP/NIBAF has highlighted Value Chain Financing as a model
involving the relationship between Financial Institution – Anchor – SME,
whereby financing can be facilitated for suppliers and other participants in the
value chain.
SME suppliers and vendors, including accessories and trims
manufacturers, printing units, garment washing units, embroidery units,
packaging suppliers and other supporting businesses, may benefit from improved
access to working-capital financing. This can also provide significant indirect
benefits to Anchor Firms through timely availability of inputs, uninterrupted
production, improved cash-flow management and a financially stronger supply
chain.
The awareness session will provide members and their eligible
SME suppliers with an opportunity to understand the available facilities
directly from SBP and participating banks, including:
PHMA strongly encourages all members, particularly large
exporters, to attend the upcoming awareness session along with their eligible
SME suppliers and vendors so that maximum benefit can be derived from these
financing facilities and the industry's overall supply chain can be
strengthened.
The date, venue, time and further details of the awareness
session will be announced shortly.
We look forward to the active participation and support of
our valued members in making this initiative successful.
